معيار موحّد لجودة تنفيذ المباني: المواد المستخدمة، وطريقة تركيبها. مبنيّ على المواصفات السعودية والخليجية المعتمدة، ويرجع إلى المواصفات الدولية حيث لا توجد مواصفة محلية، ويربطها بتعليمات المصنّعين من خلال بروتوكول تدقيق قابل للقياس. A single standard for how buildings are actually put together — the materials used, and the way they are installed. Built on adopted Saudi and GCC standards, referring to international standards where no local one exists, and tied to manufacturers' installation requirements through a measurable audit protocol.

المشكلةThe problem
العيب لا يظهر عند التسليم. بل بعد عامين.The defect doesn't appear at handover. It appears two years later.
أغلب عيوب التنفيذ ليست عيوباً في المواد، بل في اختيارها وتركيبها. وهي لا تُرى وقت الفحص لأنها تُغطّى فور تنفيذها.Most defects aren't material failures. They're selection and installation failures — invisible at inspection, because they're covered up the moment they happen.
المطابقة تنتهي عند الميناءConformity ends at the port
تخضع مواد البناء لمطابقة مسبقة عند الاستيراد. لكن لا أحد يتحقق من أن المادة المعتمدة هي نفسها التي وصلت للموقع، ولا أنها مناسبة للتطبيق الذي استُخدمت فيه.Building materials are certified before import. Nobody verifies that the certified product is the one that reached site, or that it suits the application it was used in.
تعليمات المصنّع مُلزمة، ولا أحد يوثّقهاManufacturers' instructions bind, and nobody records the breach
ضمان كل مادة مشروط بالتركيب وفق تعليمات مُصنّعها. تُخالَف هذه التعليمات يومياً، ولا يُسجَّل ذلك، فيسقط الضمان دون أن يعلم أحد.Every material's warranty is conditional on installation to the manufacturer's published instructions. Those instructions are breached daily, unrecorded — so the warranty lapses without anyone knowing.
التكلفة تقع بعد انتهاء الضمانThe cost lands after the cover expires
تسرّب من فاصل بلاط، أو انفصال بلاط عن أرضية لم تُجهَّز. تظهر هذه العيوب بعد اثني عشر إلى ستة وثلاثين شهراً — أي بعد انقضاء التغطية.A leak through a tile joint. Tiling debonded from a substrate that was never prepared. These surface at twelve to thirty-six months — after the cover has run out.
المبدأThe principle
القرار الصحيح يُتَّخذ قبل أن تُغطّى الطبقة.The decision that matters is made before the layer is covered.
عرض الفاصل يحدّد نوع الترويبة. حالة السطح تحدّد المادة اللاصقة. هذه قرارات مكتوبة أصلاً في المواصفات وفي تعليمات المصنّع — لكنها لا تُوثَّق في اللحظة التي تُتَّخذ فيها. بروتوكول التدقيق يوثّقها، ويحدّد مصدر المخالفة عند وقوعها.Joint width determines the grout. Substrate condition determines the adhesive. These decisions are already written into the standards and the manufacturer's instructions — they're just never recorded at the moment they're taken. The audit protocol records them, and attributes any deviation to its real source.

من يكتب المعيار لا ينبغي أن يبقى إلى الأبد هو الوحيد الذي يدقّق عليه. الفصل معلن من اليوم الأول، لا بعد أن يصبح مُحرجاً.Whoever writes the standard should not remain forever the only party auditing against it. The separation is declared from day one, rather than after it becomes awkward.

وضوح النطاق شرط للمصداقية. هذه الحدود مكتوبة في الجزء ١٠٠ من المعيار.Clear scope is a precondition of credibility. These boundaries are written into Part 100 of the standard.
- لا نحلّ محل كود البناء السعودي ولا الفحص الفني البلدي، ولا نكرّرهما.We do not replace or duplicate the Saudi Building Code or municipal technical inspection.
- الالتزام النظامي والتراخيص شرط مسبق للتقييم، وليس نتيجةً له.Regulatory compliance and permits are a precondition of assessment, not an outcome of it.
- لا نصدر شهادات مطابقة نظامية، ولا نمنح أي صفة تنظيمية.We issue no statutory certificate of conformity and confer no regulatory status.
- لا نضع مواصفة جديدة حيث توجد مواصفة سعودية أو خليجية معتمدة.We write no new specification where an adopted Saudi or GCC standard already exists.
- لا نقرّر سريان الضمان من عدمه — بل نوثّق المخالفة ونترك القرار لمُصدِر الضمان.We do not rule a warranty void — we record the deviation and leave the decision to its issuer.
