معايير القبول لأعمال التشطيب موجودة أصلاً: في المواصفات السعودية والخليجية، وفي المواصفات الدولية، وقبل كل شيء في تعليمات التركيب المنشورة من المصنّعين. المشكلة ليست غيابها، بل أنها مبعثرة، وغير مترجمة إلى لغة موقع، وغير موثّقة في اللحظة التي تُخالَف فيها. هذا ما يفعله SCQF.Acceptance criteria for finishing work already exist — in Saudi and GCC standards, in international standards, and above all in manufacturers' published installation instructions. The problem isn't that they're missing. It's that they're scattered, untranslated into site language, and unrecorded at the moment they're breached. That is what SCQF addresses.

السعودي أولاً. الدولي عند الغياب. المصنّع دائماً.Saudi first. International in its absence. The manufacturer always.
هذا الترتيب مُثبَت في الجزء ١٠٠، ولا يُخالَف. كل اشتراط في أي جزء فني يجب أن يُنسب إلى أحد هذه المستويات.This ordering is fixed in Part 100 and is not departed from. Every requirement in every technical part must be traceable to one of these levels.
قواعد الصياغةDrafting rules
أربع حالات. لا اجتهاد خارجها.Four cases. No discretion outside them.
أكبر خطر على إطار كهذا أن يخترع اشتراطات بلا سند. هذه القواعد تمنع ذلك، وتجعل كل بند قابلاً للتتبّع إلى مصدره.The largest risk to a framework like this is inventing requirements without foundation. These rules prevent that, and make every clause traceable to its source.
المواصفة تغطّي الاشتراطThe standard covers it
تُذكر بالرقم والبند، وتُعتمد كما هي. لا إعادة صياغة، ولا نسخ لنصّها.Cited by number and clause, adopted as it stands. No restatement, and no reproduction of its text.
المواصفة قائمة لكنها صامتة عن الحالةIt exists but is silent on the condition
تُذكر المواصفة، ويُضاف اشتراط تكميلي خاص بالإطار، مُعلَّم بوضوح على أنه إضافة.The standard is cited, and a scheme-specific supplementary requirement is added — clearly flagged as an addition.
لا توجد مواصفة سعوديةNo Saudi standard exists
يُرجَع إلى المستوى التالي في الترتيب، مع ذكر رقم الإصدار وسنته صراحةً.The next level in the hierarchy is referenced, with the edition and year stated explicitly.

يُصرَّح بذلك علناً، ويُسجَّل المبرّر الفني في محضر اللجنة ويُنشر مع الإصدار.Stated openly, with the technical justification minuted by the committee and published with the edition.

لا يُعاد إنتاج نصّ أي مواصفة. الإحالة بالرقم والبند فقط. الإطار مرجع وبروتوكول، لا مجموعة منسوخة.No standard's text is reproduced. Reference is by number and clause only. The framework is a reference and a protocol, not a compendium.
التتبّعTraceability
كل بند مرتبط بقرار لجنة مؤرَّخ ومُبرَّر. عند الاعتراض على اشتراط، يُعرض السند لا الرأي.Every clause is tied to a dated, reasoned committee decision. When a requirement is challenged, the basis is produced — not an opinion.
المواصفات موجودة. الغائب هو الدليل على الالتزام بها.The standards exist. What's missing is the evidence they were followed.

وثيقة إطار، وأجزاء فنية مرقّمة بكتل.One framework document, and technical parts numbered in blocks.
كل جزء منشور هو «مدونة ممارسة» — وثيقة توافقية توصي بكيفية تنفيذ العمل، بلا صفة إلزامية. والإطار هو مجموعها مع بروتوكول التقييم والعلامات.Each published part is a code of practice — a consensus document recommending how work should be carried out, carrying no regulatory force. The Framework is those parts together with the assessment protocol and the marks.
الترتيب ليس زخرفياً. من قرأ جزءاً واحداً يعرف أين يبحث في أي جزء آخر. الأجزاء الأولى مرتّبة بحسب تكلفة العيب لا بحسب سهولة الكتابة.The ordering isn't decorative. Anyone who has read one part knows where to look in any other. The first parts are sequenced by the cost of the defect, not by ease of drafting.

تشريح الجزء الفنيAnatomy of a technical part
عشرة أقسام، بالترتيب نفسه، في كل جزء.Ten sections, in the same order, in every part.
القسمان ٠٨ و٠٩ هما ما يربط الوثيقة ببروتوكول التقييم. بدونهما يصبح الإطار كتاباً، لا نظاماً.Sections 08 and 09 are what connect the document to the assessment protocol. Without them the framework is a book rather than a scheme.
تصنيف الخطورةSeverity classification
المخالفات لا تُعدّ. تُوزَن.Non-conformances are not counted. They're weighted.
مادة لاصقة خاطئة تحت بلاط كبير في منطقة رطبة، وشريط سيليكون ناقص بثلاثة مليمترات، كلاهما مخالفة. اعتبارهما متساويين يُفقد الدرجة معناها.The wrong adhesive under large-format tile in a wet area, and a sealant bead three millimetres short, are both non-conformances. Treating them as equal empties the score of meaning.
تُسقط الضمان وتُنشئ عطلاً متوقّعاًVoids the warranty and creates a foreseeable failure
قادرة وحدها على إيقاف البوابة. وهي الفئة الوحيدة التي يجب أن تصمد أمام نزاع — ولذلك يستند سندها إلى وثيقة المصنّع نفسه.Capable of failing the gate on its own. It's the only category that must survive a dispute — which is why its basis is the manufacturer's own document.
تُقصّر العمر الخدمي بشكل قابل للقياسMeasurably reduces service life
لا تمنع الاستلام، لكنها تُسجَّل وتُسعَّر وتُوقَّع من مسؤول مُسمّى قبل التغطية.Does not block acceptance, but is recorded, priced, and signed off by a named person before cover-up.
تجميلية أو قابلة للإصلاحCosmetic or recoverable
تُسجَّل لأغراض الاتجاه والتحليل، ولا تؤثّر في قرار البوابة.Recorded for trend analysis, with no effect on the gate decision.
ولكل مخالفة مصدر — وليس دائماً المقاول.And every non-conformance has an origin — not always the contractor.
ثلاث جهات تُنسب إليها المخالفات: المقاول عند التقصير في التنفيذ، والمطوّر عند ضغط البرنامج أو تعذّر الوصول، والمصمّم عند قصور المواصفة. إخفاء ذلك يُفقد المقاولين ثقتهم بالنظام، ويحجب عن المطوّر أهم ما يمكنه إصلاحه فعلاً.Three parties carry attribution: the contractor for execution, the developer for programme compression or access, and the designer for an inadequate specification. Hiding that costs you contractors' trust in the scheme — and hides from the developer the one cause they can actually fix.
الوثائق المصاحبةCompanion documents
الإطار وحده كتاب. هذه ما تجعله نظاماً.The framework alone is a book. These make it a scheme.
علامات المطابقةThe conformity marks
العلامة هي المقطع نفسه — الطبقة الوسطى التي نغطّيها.The mark is the section drawing itself — the middle layer we cover.
ثلاث علامات فقط، وكلها مشتقّة من الشكل نفسه. لا شعارات، ولا أختام، ولا رموز تشبه الجهات الحكومية. العلامة تُمنح لمدة محدّدة وتُسحب عند فقد الأهلية، ويُنشر سجل حاملي كل علامة.Three marks only, all derived from the same form. No crests, no seals, no devices resembling a government authority. Each mark is granted for a fixed term, withdrawn when eligibility lapses, and a public register of holders is published for each.
علامة المشروعProject mark
لمشروع اجتمعت بواباته وفق بروتوكول التقييم. تُذكر معها سنة الإصدار والأجزاء المطبَّقة.For a project whose gates have been met under the assessment protocol. Issued with the edition year and the parts applied.
علامة المنتج المُدرجListed product mark
لمنتج قُيّم مقابل جدول التوافق لظروف المملكة. تُذكر معها فئة الاستخدام المُدرج لها — لا تُمنح لمنتج بإطلاق.For a product assessed against the compatibility schedule for conditions in the Kingdom. Issued with the application class it is listed for — never for a product in general.
علامة الفني المعتمدCertified installer mark
للفني الذي اجتاز التقييم في مهنته. صلاحيتها ثلاث سنوات، وتتطلّب إعادة اعتماد.For an installer who has passed assessment in their trade. Valid three years, with recertification required.
لا تُستخدم أي علامة على مبنى أو منتج لم يُقيَّم، ولا تُستخدم بصيغة توحي بصفة نظامية أو حكومية. شروط الاستخدام منشورة في الجزء ١٠٠.No mark may be used on a building or product that has not been assessed, or in any form implying statutory or government status. Terms of use are published in Part 100.
النشر والصيانةPublication and maintenance
الإطار مجاني. الاعتماد والتقييم والتدريب ليست كذلك.The framework is free. Certification, assessment and training are not.
بيع الوثيقة يحمي إيراداً صغيراً ويمنع التبنّي — وهو المورد الوحيد النادر في هذه المرحلة. النموذج هنا هو نموذج جهة الضمان لا جهة التقييس.Selling the document protects a small revenue line and prevents adoption — the only genuinely scarce resource at this stage. The model here is a warranty provider's, not a standards publisher's.

- 04الإصدارات المسحوبة تبقى متاحة دائماً، لأن المشاريع المنفّذة تحتها تُقيَّم بها لا بما بعدها.Withdrawn editions remain permanently available, because projects built under them are assessed against them and not against what followed.
- 05نواة تقنية موحّدة، وملحق وطني لكل دولة خليجية يحمل المرجعيات النظامية المحلية وحدها.A common technical core, with a national annex per Gulf country carrying only the local regulatory references.
