التدقيق الشامل مكلف، وغير ممكن عملياً، وغير ضروري. المخاطر ليست موزّعة بالتساوي على المشروع — بل مركّزة في عدد محدود من النقاط. عملنا الأول مع المطوّر ليس التفتيش، بل الاتفاق على أين تُنفَق ساعات التدقيق.Auditing everything is expensive, impractical and unnecessary. Risk is not evenly distributed across a project — it concentrates in a limited number of points. Our first job with a developer is not inspection. It is agreeing where the audit hours are spent.
محوران للاختيارTwo axes of selection
ما الذي يهدّد الضمان، وما الذي يستنزف ما بعد التسليم.What threatens the warranty, and what drains the aftercare budget.
أغلب العملاء يختارون مزيجاً من المحورين، بأوزان تختلف بحسب نوع المشروع وطريقة بيعه. المهم أن يكون الاختيار واعياً ومكتوباً، لا متروكاً لاجتهاد المدقّق في الموقع.Most clients choose a blend of the two, weighted differently depending on the project type and how it's sold. What matters is that the choice is deliberate and written down, rather than left to an auditor's discretion on site.
التعرّض الإنشائي والضمانيStructural and warranty exposure
عيوب قليلة الحدوث، باهظة العواقب، ومغطّاة بضمان عشر سنوات. الهدف هنا إثبات المطابقة وتوثيقها، لا اكتشاف العيب لاحقاً.Low-frequency, high-consequence defects sitting under a ten-year warranty. The aim here is proving and documenting conformity, not discovering the defect afterwards.

تكلفة البلاغات المتكرّرةRepeat callback cost
عيوب كثيرة الحدوث، محدودة الأثر منفردةً، لكنها مجتمعةً تشكّل معظم تكلفة ما بعد التسليم — وتقع خارج الضمان غالباً.High-frequency defects, individually minor, which together account for most post-handover cost — and usually fall outside the warranty.
- تجهيز السطح قبل البلاط، ومعاينته بعد البرايمر وقبل اللصقSubstrate preparation before tiling, inspected after primer and before fixing

نموذج نطاقA sample scope
كل بند: عنصر، ونقطة توقّف، ودليل، وسبب اختياره.Every line: an element, a hold point, the evidence, and why it was chosen.
هذا مثال توضيحي لا وصفة. النطاق الفعلي يُبنى على بيانات بلاغات العميل نفسه، وعلى نظام البناء المستخدم في المشروع.This is illustrative, not a prescription. A real scope is built from the client's own callback data and the build system used on the project.
معدّل أخذ العيّنات لكل بند يُتفق عليه أيضاً، ويرتبط بسجل أداء المقاول: من يثبت التزامه يُدقَّق عليه أقل.The sampling rate for each line is agreed too, and is tied to the contractor's performance record: those who demonstrate compliance are audited less often.
التدقيق بعد التغطية ليس تدقيقاً. إنه تحقيق في سبب العطل.Auditing after cover-up isn't auditing. It's an investigation into why it failed.

مراجعة بيانات البلاغاتCallback data review
نبدأ من أرقامك أنت: ما الذي عاد إليك بعد التسليم في آخر مشروعين، وكم كلّف، وأي المهن تكرّرت. إن لم تكن الأرقام موجودة، فتلك أول نتيجة.We start from your own numbers: what came back after handover on the last two projects, what it cost, and which trades recurred. If those numbers don't exist, that is the first finding.
ورشة مخاطر مع فريق المشروعRisk workshop with the project team
جلسة واحدة تجمع المطوّر والمقاول والاستشاري. الغرض ترتيب المخاطر بالتكرار والأثر، لا توزيع اللوم.A single session with developer, contractor and consultant in the room. The purpose is ranking risk by frequency and consequence, not apportioning blame.
مسوّدة مواصفة التدقيقDraft inspection specification
تُصاغ البنود المختارة كاشتراطات، مع الأدلة المطلوبة عند كل نقطة ومعدّل العيّنات. ويجمع المدقّق تفاصيل الاشتراط من مصادرها المعتمدة — المواصفات السعودية والخليجية، وكود البناء، والمواصفات الدولية عند غيابها، وتعليمات المصنّع — سواء صدر الجزء المعني من SCQF أو لم يصدر بعد. الفارق أن الجزء المنشور يختصر هذا الجمع، ويضمن الاتّساق بين مشروع وآخر.The selected lines are drafted as requirements, with the evidence required at each point and the sampling rate. The auditor assembles the requirement detail from its approved sources — Saudi and GCC standards, the building code, international standards in their absence, and the manufacturer's instructions — whether or not the relevant SCQF part has been published yet. A published part doesn't change the substance; it shortens that assembly and makes it consistent from one project to the next.
جدول نقاط التوقّفHold point schedule
تُربط كل نقطة ببرنامج المشروع قبل بدء التنفيذ، لأن النقطة التي لا تدخل البرنامج لن تحدث.Each point is tied into the programme before work starts, because a hold point that isn't in the programme doesn't happen.
الإدراج في عقد المقاولWritten into the contractor's package
تُلحق المواصفة بنطاق أعمال المقاول قبل الترسية. المخالفة عندئذٍ مخالفة تعاقدية موثّقة، لا رأياً من طرف ثالث.The specification is annexed to the contractor's scope before award. A deviation is then a documented contractual matter, not a third party's opinion.
حدود الذراع الاستشاريةBoundaries of the advisory arm
نسجّل ونُصعّد. ولا نحسم.We record and escalate. We do not resolve.
لا نُصدر تعليمات للمقاولWe issue no instruction to the contractor
تُسجَّل المخالفة مع البند المرجعي، وتُحال إلى مهندس التصميم أو ممثّل المطوّر. من يُصدر الحل يتحمّل تبعته.The deviation is recorded against its reference clause and referred to the design engineer or the developer's representative. Whoever issues the solution carries it.
القرار التجاري للعميلThe commercial decision is the client's
قد يقبل المطوّر مخالفة لاعتبارات برنامج أو تكلفة. لا نمنع ذلك — بل نضمن أن تُسجَّل وتُسعَّر ويوقّعها شخص مُسمّى.A developer may accept a deviation for programme or cost reasons. We don't block that — we ensure it is recorded, priced and signed by a named person.
انسحاب معلن من التدقيقA declared withdrawal from auditing
عند فتح ترخيص الجهات المعتمدة، تنسحب الذراع الاستشارية من التدقيق التنافسي وتبقى في التخطيط والمواصفة والتدريب.When licensing of approved bodies opens, the advisory arm withdraws from competitive auditing and remains in planning, specification and training.
