A01 المطوّرون العقاريونResidential and mixed-use developers تكلفة الإصلاح بعد التسليم بند حقيقي في ميزانيتك، ونادراً ما يُقاس. المشاريع الرائدة تبدأ من هنا، وتحصل على قياس فعلي لمعدّل البلاغات لكل مئة وحدة.Post-handover rectification is a real line in your budget and it's rarely measured. Pilot projects start here, and you get an actual figure for callbacks per hundred units.

A02 المقاولون ومقاولو التخصصاتContractors and specialist subcontractors المعيار يوثّق التزامك كما يوثّق مخالفتك. أغلب من يخسر مطالبات ضمان مشروعة يخسرها لأنه لا يملك دليلاً على أنه نفّذ بشكل صحيح.The standard records your compliance as readily as your deviation. Most contractors who lose legitimate warranty claims lose them because they can't prove they installed it correctly.

A03 مصنّعو ومورّدو الموادMaterials manufacturers and suppliers تعليمات التركيب الخاصة بك هي معيار القبول في جوهره. شارك في جدول التوافق، واحمِ سجل ضماناتك من أعطال سببها تركيب خاطئ لا منتج معيب.Your installation instructions are the acceptance criteria, in substance. Help shape the compatibility schedule, and protect your warranty book from failures caused by installation rather than product.

A04 الاستشاريون والمهندسون ومساحو الكمياتConsultants, engineers and quantity surveyors تكتبون المواصفات التي تصمت غالباً عند التفاصيل التي تُسبّب الأعطال. ومكاتبكم هي المرشّح الأول لتصبح جهات تدقيق مرخّصة عند فتح باب الاعتماد.You write the specifications that usually fall silent exactly where failures originate. Your practices are also the first candidates to become licensed audit bodies when accreditation opens.

A05 شركات التأمين ومزوّدو الضمانInsurers and warranty providers أنتم من يدفع ثمن العيوب الخفية دون أي بيانات لتسعيرها. المعيار ينتج دليلاً موثّقاً على جودة التنفيذ يمكن تسعير المخاطرة على أساسه.You pay for latent defects with almost no data to price them. The standard produces documented evidence of installation quality that risk can actually be priced against.

A06 البنوك والممولونBanks and funders صرف الدفعات مرتبط أصلاً بمراحل الإنجاز. إضافة دليل الجودة إلى نقطة الصرف تحسين مباشر لعملية قائمة، لا عملية جديدة.Drawdown is already tied to construction milestones. Adding quality evidence at the release point improves a process you already run rather than introducing a new one.

A07 الجهات الحكومية والبلدياتGovernment bodies and municipalities ندعو مراقبين فنيين للانضمام إلى اللجنة دون أي التزام. المعيار مبنيّ ليكمّل الكود والفحص البلدي، لا لينافسهما، والمراقبة المبكرة أفضل ضمان لذلك.We invite technical observers to join the committee with no commitment. The standard is built to complement the code and municipal inspection rather than compete with them, and early observation is the best guarantee of that.

A08 مراكز التدريب والفنيون المنفّذونTraining providers and installers اعتماد الفنيّين هو الآلية التي تُترجم المعيار إلى تنفيذ فعلي على الموقع. نبحث عن شركاء تدريب في العزل المائي وأعمال البلاط أولاً.Installer certification is the mechanism that turns the standard into what actually happens on site. We're looking for training partners in waterproofing and tiling first.

كل عيب في هذا المعيار كان في يومٍ ما قراراً لم يوثّقه أحد.Every defect in this standard was once a decision nobody recorded.

اللجنة الفنيةThe technical committee

نُشكّل حالياً لجنة من خبراء القطاع.We are currently forming an industry expert committee.

المعيار لن يُكتب من مكتب واحد. تُشكَّل لجنة فنية من ممارسين لكل منهم خبرة مباشرة في مجاله، ويُسمَّى أعضاؤها في الإصدار المنشور كمساهمين في معايير التميّز — بأسمائهم وجهاتهم.The standard will not be written from one desk. A technical committee is being formed from practitioners with direct experience in their field, and its members are named in the published edition as contributors to the standards of excellence — by name and by organisation.

دور العضو ليس المراجعة الشكلية. الأعضاء يترافعون عمّا يرونه جوهرياً في تخصّصهم، ويؤثّرون مباشرة في محتوى الموجزات الفنية: ما الذي يُدقَّق، وعند أي مرحلة، وما هو الدليل المقبول، وكيف تُصنَّف خطورة المخالفة. حيث تصمت المواصفات أو تتعارض، اللجنة هي من يتّخذ القرار — ويُدوَّن مبرّره.Membership is not a formality. Members argue for what they consider material in their discipline, and shape the technical briefs directly: what gets audited, at which stage, what evidence is acceptable, and how the severity of a deviation is classified. Where standards fall silent or conflict, the committee decides — and the reasoning is minuted.

مبادرة يقودها مهني بريطاني في قطاع الإنشاء، بخبرة ميدانية مباشرة تمتد [XX] عاماً في جودة التنفيذ والتشطيبات السكنية، وفي تحليل أسباب العيوب بعد التسليم.The initiative is led by a British construction professional with [XX] years of direct site experience in residential workmanship and finishes quality, and in establishing the causes of post-handover defects.

اكتمال تشكيل اللجنةThe committee is completed

تأكيد المقاعد التخصصية، والاتفاق على أولويات الأجزاء الفنية الأولى وعلى قواعد الصياغة والمرجعية.Discipline seats are confirmed, and the committee agrees the priority of the first technical parts along with the drafting and reference rules.

التمويل والأمانة الفنيةFunding and secretariat

بعد اكتمال التشكيل، تسعى الشركة — مدعومة بأعضاء اللجنة — إلى تأمين تمويل يضع إدارة ثابتة خلف العمل: أمانة فنية دائمة، وتنسيق منتظم للاجتماعات، وتوثيق مؤرشف للقرارات ومبرّراتها. عمل اللجنة يستحق بنية تحتية إدارية لا تعتمد على وقت المتطوّعين.Once the committee is in place, the company — supported by its members — seeks funding to put consistent administration behind the work: a permanent technical secretariat, regular coordination of meetings, and an archived record of decisions and the reasoning behind them. Committee work deserves administrative infrastructure that doesn't depend on volunteers' spare time.

مركزة العمليات في الرياض مع مؤلفين فنيين متفرّغين، يُعدّون المسوّدات وفق متطلبات فريق الصياغة ومراجعته، ثم تُعرض على اللجنة الفنية الكاملة لاعتمادها. المستويان — فريق الصياغة واللجنة الكاملة — مُعرَّفان بصلاحياتهما في الجزء ١٠٠.Operations are centralised in Riyadh with full-time technical authors, who prepare drafts to the requirements and review of the drafting panel — which then go to the full technical committee for approval. Both tiers, panel and full committee, are defined with their authority in Part 100.
